Department of Accounts to Implement Cardinal

In March 2012, the Department of Accounts (DOA) began preparing for its launch of Cardinal later this year. DOA will implement three (3) functional areas: Accounts Payable, General Ledger, and Accounts Receivable Funds Receipts (restricted to the process which generates journals to the General Ledger related to deposits which may include cash, checks or electronic fund transfers).  This scope of work is commonly referred to as Cardinal Part 2 and will be utilized by the DOA fiscal operations section of the agency only.

Preliminary planning for the next phase of Cardinal (Part 3) is just getting started.  By the end of Part 3, the vision is to replace the CARS application with the Cardinal DOA system referenced above. CARS only agencies will migrate from CARS to the new Cardinal system and agencies who continue to operate their own financial systems will need to replace current CARS interfaces with new Cardinal interfaces.

While the timeline for the completion of the Part 3 initiative (which will most likely occur in waves) is still under evaluation, the earliest implementations beyond DOA will not occur before the start of Fiscal Year 2014.  DOA executive management is planning to meet with the agency Fiscal Officers in the summer of 2012 in order to share more information about Cardinal and the impacts to the agencies.

The Cardinal Project allows us to address a challenging issue – modernization of our Financial Management Systems that are vital to the Commonwealth’s financial well-being.

In an era of shrinking resources, updating critical financial systems is a difficult challenge. Partnering with another state agency allows us to meet tomorrow’s challenges today in a fiscally responsible manner, reducing risks associated with our aging financial systems that would not otherwise be possible.

We are proud to partner with the Virginia Department of Transportation (VDOT) on the Cardinal Project. This partnership will provide Commonwealth agencies, particularly those with limited resources, access to a modern Financial Management System developed with an enterprise focus.

The Cardinal Project partnership between the Department of Accounts (DOA) and the Virginia Department of Transportation (VDOT) is just one of the ways we can continue to achieve higher standards of excellence.

Project Overview


Cardinal is a statewide project which replaces the Commonwealth of Virginia’s financial management system. In December 2011, the Virginia Department of Transportation implemented Cardinal. The Department of Accounts will migrate to Cardinal later in 2012.

Cardinal addresses important business requirements for the Commonwealth of Virginia. Cardinal will:

  • Provide a new system that uses modern technology and is supported by the vendor community
  • Serve as the standard for the Commonwealth’s financial management system
  • Reduce risk associated with dated and unsupported systems
  • Provide powerful financial and operational reporting
  • Offer standard business processes
